100,000 euros for expansion planning should be included in the budget / criticism of the work of the school advisory board.
(BZ). The Parents’ Advisory Board asks the city to add funds to the 2021 budget for the new construction measures at the Hebelschule. In order to change the currently unsatisfactory situation as soon as possible, it is essential “that the planning of the expansion begins in 2021,” says the advisory board’s letter. The costs of this planning were set at 100,000 euros, but are no longer included.
As reported, the lack of space at the primary school in Nollingen, which almost 180 children attend, is currently being alleviated with containers. Given the budgetary situation, these could become a permanent solution for the time being, as SPD councilor Karin Paulsen-Zenke noted in the budget consultations. However, the Parents’ Council does not want to accept that.
A study from February 2020, which found that “substantial renovation measures” are still pending, also indicates the urgency of an expansion. The unequivocal advice of the experts is that an “expansion of the school” should be undertaken. The lever school is already bursting at the seams, the space requirement has also increased further due to the inclusion of students as part of the inclusive educational offer. In the medium term, the development of Cranach-Ost is due with families moving there. The Goetheschule, which is in the immediate vicinity, is also already being used to capacity.
It is incomprehensible that the 2021 budget does not have 100,000 euros for “very urgent educational measures, although other measures, which we believe are less urgent than education – redesign of the cemeteries or expansion of existing club halls – can still be tackled”, so the advisory board continues.
In addition, the Advisory Board calls for a differentiated overview of expenses for school and education, which takes into account both developments over the past five to ten years and the outlook for the coming years. This overview must be broken down into material costs, maintenance, investments or digitization. The advisory board also calls for a list of grants and allocations from the state so that it can be made clear how much Rheinfelden has made available for education “from its own resources”. “This is the only way to actually establish how much school in Rheinfelden is worth to us and that education is given the priority that administration and politics have committed to,” said the advisory board headed by Frank Grimberg. In this regard, it would be highly recommended that the school advisory board deal much more actively with the above topics. The Parents’ Advisory Board therefore called for a general overhaul of the school advisory board, “with a model in mind in which, with dialogue, suitable meeting formats and the above-mentioned overview of the expenses for school and education, a reliable foundation for the commitment to education can be realized”. This should be initiated in the first quarter.
The administration also submitted the breakdown of costs and investments per school requested by the advisory board at the suggestion of some local councils (BZ reported). The subsidy requirement for all schools in the coming year is 5.6 million euros.
