Pandemic: Seven more days of closure of hotels and non-essential shops at 6 pm in the city of Palencia | Radio Palencia | Present

The Junta approved today in government council extraordinary and telematic the twenty-five Castilian and Leonese municipalities in which the extremely exceptional measures that reinforce the level 4 alert for the pandemic will be applied , relationship that will be reviewed and updated every seven days. In the province of Palencia, the extraordinary measures that were already applied a week ago in the city are maintained. In addition to the capital, they will be in force in Autilla del Pino, Becerril de Campos, Calzada de los Molinos, Dueñas, Monzón de Campos and Revenga de Campos.

This update assumes that 38 municipalities in which this reinforced regime were being applied abandon this situation, while ten new ones join it, in accordance with the criteria established by the regional health authority.

These epidemiological indicators value a cumulative incidence in the last seven days equal to or greater than 1,500 cases per 100,000 inhabitants, number of cases equal to or greater than ten in the last fourteen days and the relationship between the cumulative incidence at 7-14 days equal to or greater than 0.45, in order to contain community transmission of the pandemic and reduce healthcare pressure .

The Agreement that includes the new municipal relationship will be published tomorrow in the Official Community Gazette, effective from six in the afternoon of that same Sunday, February 7.

The entry into force of this extraordinary preventive regime implies that, in the affected municipalities, in addition to the ordinary preventive health measures included in Agreement 76/2020 and those other exceptional ones extended through Agreement 8/2021 of the Junta de Castilla y León, it will be necessary to comply with the new restrictions established to contain the pandemic.

These measures now implemented are intended to contain community transmission of infection by the new coronaviruss SARS-CoV-2 and reduce the care pressure on the reference health centers of these populations, for which they are specified, on the one hand, in an increase in activities and establishments whose opening is suspended and, on the other, in the establishment of a maximum hours of closing, at six in the afternoon, for establishments, services and activities whose activity is not suspended, with the exceptions described for those that, due to their essential nature, must maintain their opening hours.

Regarding the exceptional decisions referring to the suspension of opening to the public or of the activity that will be in force in the listed municipalities, they are the following:

  • All catering activities both inside the establishments and on outdoor terraces are suspended, with the following exceptions:
    • Home delivery services or collection at the establishment or by vehicle.
    • Restaurants in hotels and other tourist accommodation, which may remain open as long as it is for the exclusive use of their clients, without prejudice to the fact that they may also provide home delivery services or collection at the establishment.
    • Integrated restaurant services in health, social and health centers and services, school canteens and canteen services of a social nature.
    • Other training center restoration services not included in the previous paragraph.
    • Restoration services of fuel supply establishments or loading or unloading centers or ready-made food vendors, in order to enable professional driving activity, compliance with the regulations on driving and rest times, and other essential activities to be able to carry out freight or passenger transport operations.
  • The opening to the public of libraries, archives, museums and exhibition halls, monuments and other cultural facilities is suspended, Except for the provision of the following minimum services: libraries, for the loan service and return of works, by appointment.
  • The opening to the public of cinemas, theaters, auditoriums, tent circuses and similar spaces is suspended, as well as other premises and establishments for public shows and recreational activities.
  • Suspension of the opening to the public of child and youth leisure centers.
  • The opening to the public of interpretation centers and nature classrooms is suspended.
  • Free time activities in facilities, centers or closed spaces are suspended.
  • Fair attractions are suspended from opening to the public.
  • Suspension of the opening to the public of the activity of bullring squares, venues and facilities.
  • The practice of the official non-professional sports activity of an autonomous nature is suspended, except for competitions, including their training sessions, which give direct access or whose regular competition phases lead to promotion phases to regular official competitions at the state level.
  • The public is not allowed to attend any sporting event.

Maximum opening hours until 6:00 p.m.

On the other hand, with regard to the limitation of hours, the extraordinary regime adopted implements that the maximum opening hours are fixed, in the different territorial areas of the Community and for all the establishments, activities and services regulated in Agreement 76 / 2020, until six in the afternoon.

Likewise, the following exceptions are included at this closing time:

  • Retail commercial establishments of food, beverages, products and essential goods.
  • Health centers, services and establishments; veterinary centers or clinics; the centers, services and establishments of social services whose activity is not suspended and services of a similar nature.
  • Establishments dedicated to the sale of automotive fuel and heating. Vehicle rental services and vehicle technical inspection stations.
  • Soup kitchens and other establishments for the delivery and distribution of food with a solidarity or charitable nature.
  • Velatorios.
  • Practice of the sports activity allowed, as well as those individual sports activities in the open air.
  • Professional, insurance, and home employee services.
  • Transport services, both for people and goods, as well as all those establishments, activities and services that must ensure their maintenance.
  • Teaching centers that teach the teachings of article 3 of Organic Law 2/2006, of May 3, on Education, which will have the schedule established by the Ministry of Education.
  • Universities, in accordance with their protocols.
  • Training entities accredited and / or registered in some of the registries coordinated with the State Register of Training Entities of the Vocational Training System for Employment.
  • Municipal schools of music and dance.
  • The restoration activities allowed.

In addition to these obligations, the Autonomous Health Authority reminds the citizens of these municipalities that they must actively collaborate in the fulfillment of all the measures, and recommends that, as far as possible, they confine themselves, limiting as much as possible the leaving their homes for necessary and essential activities.

The Ministry of Health will continuously evaluate the health situation in the municipalities affected by this situation, in order to guarantee the adequacy of the measures now extended to the evolution of the epidemiological, healthcare, social, economic and mobility indicators, which may be those maintained, modified or lifted according to its evolution.

Extension of the aggravated measures in force throughout the Community

On the other hand, the Junta de Castilla y León will meet in the Governing Council next Monday, February 8, in order to extend, in view of the epidemiological, welfare, social, economic and mobility indicators collected in the set of the Community in recent days, the extraordinary measures in force for the containment of COVID-19 throughout Castilla y León, actions that reinforce the current level 4 of health alarm.

The current evolution of pandemic indicators in the Castilian and Leonese territory keeps the Community in a situation of extreme risk, with uncontrolled and sustained community transmission of the SARS-CoV-2 infection that exceeds the capacities of the health system, which makes it necessary the extension of the validity of these extraordinary measures in each and every one of the provinces of Castilla y León and in the whole of Castile and Leon.

The extension to be approved this coming Monday will come into effect at 00:00 on Wednesday, February 10, for an initially scheduled period of fourteen days; that is, until 11:59 p.m. on February 23.

In addition to all these measures, both those of a general nature for the entire Community and those focused on municipal areas, we must add the continuity, in addition to the full validity of Agreements 76/2020 and 8/2021, of the limitations to a maximum of four people of the permanence in places of both public and private use and of the capacity of the places of worship to a third of its capacity, with a maximum of twenty-five attendees.

On the other hand, the Autonomous Administration maintains, within the time frame established by Royal Decree 926/2020, the indefinite limitation of the entry and exit of people from the whole of the Castilian and Leonese territory and between each and every one of its provinces – With the exceptions indicated in the corresponding Agreements of the Presidency of the Board and the curfew between eight in the afternoon and six in the morning.

Citizens have the obligation to comply with the preventive health measures established for the containment of the pandemic, being able, in any case, to be sanctioned for non-compliance, in accordance with Decree-Law 7/2020, which establishes the sanctioning regime specific for the non-compliance of the health prevention and containment measures to face the health crisis situation caused by COVID-19 in the Community of Castilla y León.

The monitoring and control of the interventions implied by the level 4 health alert for COVID-19 in the Community is developed within the framework of the Territorial Plan for Civil Protection of Castilla y León (PLANCAL), corresponding to the state, regional and regional authorities. competent premises, according to the planned distribution system, the surveillance, inspection and control of its compliance.

In addition, the Junta de Castilla y León seeks the cooperation and collaboration of the Government Delegation, the sub-delegations and the Castilian and Leonese city councils for the control and application of the measures adopted through the bodies and security forces of the State and of the local police.
