Minister of Emancipation of State Apparatus and Bureaucratic Reform (MenPAN-RB) Abdullah Azwar Anas opened his voice on mass early retirement rules for State Civil Apparatus (ASN) o PNS extension. This topic is widely discussed because it is contained within draft ASN draft law.
Anas said that until now his party was still preparing the Government Regulation Project (RPP) related to the welfare of the ASN. His party is also currently collecting data on the last 5-10 years of ASN who retired early.
“We are organizing this. We are working hard to record how many ASNs in the past 5-10 years have retired, died, then moved and for some reason left the ASN,” he said at Thamrin Nine Ballroom, Central Jakarta on Tuesday . (12/20/2022).
Anas added that his party was also making projections from the data. He also has goals, in December these data can already be presented.
“God willing, this December the data will be finished. As for the previous data, how many retired, how many quit, how many died, of all existing ASNs,” he explained.
In parallel with this data collection, the Ministry of Administrative and Bureaucratic Reforms is also calculating the results of the survey PNS extension who are still in service, on how many said they would continue their careers and how many did not.
Anas does not deny that his party will simplify bureaucracy, one of which is the reduction in numbers PNS extension. In line with this, more detailed rules are needed. According to him, if the question of structuring functional positions is resolved, the number of civil servants should not be too large so that they can move quickly according to their priorities.
“But that’s not easy. Now this simplification of bureaucracy now also requires more detailed regulations, i.e. functional positions in which echelon III echelon IV are cut. So that it is more agile, more agile below. Because if everyone fills in the boxes there will be fewer people. Although now the trend is out, inconvenience for employees. Because the employee is more agile and this is us to clean”, Anas explained.
