The fragile security situation remains at a standstill in Ain al-Hilweh, amid a blurry picture of what could happen in the next few days, as it appears to be in a feverish race against time between Palestinian and Lebanese political efforts to defuse renewed clashes between the Fatah movement and “Muslim Youth Gathering”, and the deadline announced by Azzam Al-Ahmad, a member of the Central Committee of the “Fatah” movement supervising the Palestinian arena, is the end of this September, for the perpetrators of the assassination of the commander of the National Security Forces in the Sidon region, Major General Abu Ashraf, to be handed over. Al-Armushi and his companions.
The assassination of Al-Armushi, last July 30, led to the outbreak of two rounds of fighting between the Fatah movement and the Muslim Youth Gathering, resulting in 28 deaths and more than 225 wounded, in addition to severe damage to property, including homes, shops, and cars, not to mention two displacement movements. “Internal” to the safest neighborhoods and “external” to the city of Sidon and its region, which is unprecedented.

The commander of the Joint Security Force in the camp, Major General Mahmoud Al-Ajouri, confirmed to Al-Nashra that the joint action body that met at the Palestinian embassy in Beirut (Thursday, September 5) took a decision to strengthen the force, and today we are ready to carry out the tasks assigned to it, after all agreed. The Palestinian factions are working to select elements to support them, and it is expected that the number will eventually reach between 160-170 officers and men.”
Al-Ajouri explained that about 65 members will be deployed in two points at Al-Tira (near Al-Zaydan) on Al-Fawqani Street, and at Al-Buraq Central – Bustan Al-Quds Junction, as a first step to reassure people, then we will move forward to the second, which is to withdraw the gunmen, then remove the barriers and barricades and raise the barricades. In preparation for the return of the displaced,” he stressed, “We are committed to the decision of the Palestinian Joint Action Committee in the Sidon region.”
Al-Ajouri did not hide that “the security situation is still fragile, and despite these gradual field steps, the camp’s residents have not yet returned to their homes, and the next step was discussed, evacuating UNRWA schools and deploying to other points,” stressing that “this does not mean that the movement “Fatah” abandoned its demand to hand over the perpetrators of the Al-Armushi assassination, in agreement with all Palestinian forces, about a month and a half after the “Investigation Committee” report was issued and eight suspects were named. We will abide by the decision of the political leadership, whatever it may be.”
The joint security force was formed in Ain al-Hilweh in July 2014, about three months after the launch of the “Unified Palestinian Initiative” to protect the Palestinian camps and fortify Palestinian-Lebanese relations in light of the internal disputes and events in Syria. It was in Lebanon under the command of Major General Munir al-Maqdah, and in Sidon region under the command of Brigadier General Khaled Al-Shayeb.
However, the “force” quickly faced the challenges of proving its existence, through physical and bloody assassinations, and gradually lost its prestige and turned, with the passage of days, into a “sham” or “formality,” so that it often did not intervene to resolve problems or clashes despite the need for it. Its leader, Major General Al-Maqdah, justified the matter at the time because its authority, consisting of 17 factions, did not agree on any decision, which hindered its work. Then it was dissolved and reconstituted more than once, and finally its name was changed to the Palestinian Joint Force (by deleting the security), and its leadership was rotated by Colonel Bassam Al-Saad, Colonel Abdul Hadi Al-Asadi, and currently Major General Al-Ajouri.
