– If a business came to Zhanaozen and opened new production facilities, local youth would get a job there, Ozenmunaigas JSC would be obliged to conclude a long-term agreement with the investor from a single source. To do this, it was necessary to make changes to the regulations of Samruk-Kazyna and approve it by the Prime Minister of the Republic of Kazakhstan. For four months, my colleagues knocked on the doorsteps of government agencies in the capital, and finally, the required document was approved. Currently, paragraph 1 of Article 73 on the procurement procedure of the Samruk-Kazyna National Welfare Fund JSC has been supplemented with subparagraph 14: “From a potential investor (supplier) provided by a working group with the participation of representatives of local executive bodies of the Mangistau region and/or the city of Zhanaozen, JSC NK” KazMunayGas”, the customer who guarantees the organization of production of these goods in the city of Zhanaozen, for citizens of the Republic of Kazakhstan who have at least 50 jobs registered at the place of residence in the city of Zhanaozen, the procedure and criteria for selecting a potential investor (supplier) must be specified. “
In accordance with the decision of the Board of Directors of Samruk-Kazyna National Welfare Fund JSC dated August 29, 2023, No. 222, this norm came into force on September 11, 2023 and is valid until December 31, 2028.
