Overview of the Direct Housing Assistance Program: Eligibility, Goals, and Management

Here are the main points of the direct housing assistance program which will begin on January 1, 2024 for a period of five years (2024-2028), and whose cost will amount to 9.5 billion dirhams per year.

Direct help:

– 100,000 Dirhams for the acquisition of housing whose sale price is less than or equal to 300,000 DH including tax

– 70,000 Dirhams for the acquisition of housing between 300,000 DH and 700,000 DH including tax

Conditions of eligibility:

-Be of Moroccan nationality;

-Not be the owner of real estate intended for housing throughout the national territory;

– Not having previously benefited from aid or a privilege granted by the State for housing;

– The sales agreement must be drawn up by a notary;

– Obtaining a residence permit from January 1, 2023;

– A final sales contract signed before a notary indicating the purchaser’s commitment to make the accommodation their main residence for a period of five years, from the date of conclusion of the final sales contract, and to grant a 1st or 2nd rank mortgage for the benefit of the State to guarantee recovery of the aid granted in the event of breach of the commitment.

Goals:

– Fight against unsanitary housing, improve the standard of living of families and facilitate access to housing;

– Cover the housing needs of two social categories (low-income and middle class), which will considerably improve integration in projects and respond to around 70% of housing demand;

– Contribute to filling the housing gap by strengthening the capacity to access affordable housing;

– Preserve the sector’s place in the national economy and support its contribution in the field of investment, and increase demand for housing;

– Promote the annual creation of jobs in the sector;

– Ensure the active participation of the private sector, particularly small and medium-sized businesses;

– Regulate and control the real estate market.

Help management:

– Attribute the intangible nature to the management of the system, through the creation of a digital platform intended to support beneficiaries from the registration stage to that of payment, in order to facilitate acquisition and to ensure transparency.

Compliance with quality criteria:

– Build housing units in full compliance with the development plans in force and in compliance with technical and quality standards;

– Create 12 regional town planning and housing agencies in order to implement the housing assistance program and support the process of renewal of urban and spatial planning, taking into account both the specificities of the urban space and the rural world.
