CEGLIE MESSAPICA – An inspection by the ASL Brindisi and the Nas carabinieri was carried out this morning (Wednesday 20 November) at the rehabilitation center of Ceglie Messapica. The structure is at the center of a sort of handover between the private sector that is still managing it, the San Raffaele Foundation, and the public body, the ASL Brindisi, which should take over starting from next December 1st.
The warning to the ASL
This morning the top management of the health company, including the general director, Maurizio De Nuccio, carried out an inspection inside the centre. At the moment there are no official communications on the outcome of the verification. The Foundation, through a note sent to the newspapers, warns the general management of the ASL from “disseminating incorrect and misleading information” relating to the same private body.
The outcome of the Nas inspection
As regards the activities of the NAS, the control, from what we have learned, affected the organizational and functional conditions of the departments. The military inspected the patient wards, without detecting irregularities in the assistance and rehabilitation activities provided both in the hospital room, where patients who are unable to walk are found, and in the gym. Furthermore, the monitoring of some patients with a telemetry system proceeds regularly.
The facility currently hosts 48 inpatients, of which 33 are non-neurological and 15 are neurological. The Carabinieri have acquired the correspondence between the Foundation and the Local Health Authority in which the lists of material assets owned by the Foundation are attached.
The long litigation
The inspection of the health company is part of a dispute between the two bodies that has been going on since last May, when the Region approved a law which provides for the transfer of the center from the Foundation to the Local Health Authority. The private individual then challenged this provision, obtaining suspension from the Lecce Regional Administrative Court. The administrative court’s ruling on the merits is expected next April.
Meanwhile, in recent weeks, the Foundation has started the collective dismissal procedure of all the staff who serve in the Ceglie Messapica structure. The workers were subsequently contracted by the ASL Brindisi. But in recent days the question of non-payment of salaries for the month of October has arisen. Apparently a discussion is underway to resolve this issue, hopefully quickly.
