The proposal is made by the Minister of Economy Daniela Vezieva, justifying it with an exceptional contribution and merits to the economic development of the country. Vulkanov is the owner of Minstroy Holding, chairman of the Supervisory Board of Gorubso Madan, a former vice president of Multigroup, and is known to have enjoyed the political support of the MRF over the years.

At the government meeting, Vezieva explained that the proposal to award Vulkanov was initiated by the Chairman of the Board of the Confederation of Employers and Industrialists in Bulgaria Kiril Domuschiev on the occasion of Valkanov’s 70th birthday in 2020. Vezieva told her counterpart ministers that ” Prof. Valkanov is a Bulgarian entrepreneur, scientist and public figure, dedicated to his long career in the successful development of the Bulgarian economy in various fields: mining, environmental protection and restoration, industrial development, education. He summarizes that Valkanov is a prominent scientist and public figure with a serious biography and proposes that the decision be adopted.

The first reservations about the proposal are expressed by the Minister of Transport Hristo Alexiev.

Since we are in an extraordinary meeting today, I suppose we need to vote on important points, but I see that the very proposal to issue a decree for the Stara Planina Order first degree is from 2020, which I do not know how relevant. I would like to note in the minutes that I would have abstained on this point, because here we are talking about the Stara Planina Order, first degree, I do not think that the role is so ambiguous for Mr. Valkanov. that count my vote “Abstained”. Stefan Yanev explains that the proposal is from 2020, but the approval from the presidency came a week ago. Then the Ministers of Education and Foreign Affairs, Academicians Nikolay Denkov and Svetlan Stoev, joined in, proposing that the decision be voted on at the next meetings of the regular government and there is no need to rush it. After another attempt by Vezieva to defend the decision, the Minister of Culture Velislav Minekov stated that he categorically disapproved of the decision, and Stefan Yanev withdrew it.

On March 17 this year, the government “Borisov 3”, after presenting the project as a priority, decided to finance the construction of infrastructure around the then under construction and already built 106-meter office tower of “Minstroy Properties” by Vulkanov, which is meters from the plant of “Multigroup”, before which in 2003 the president of the company Iliya Pavlov was assassinated.
