Over 100 million, illegal payments to Romprest of the former administration of Sector 1. Clotilde Armand says she will recover some of the money from Mayor Dan Tudorache

Mayor of Sector 1, Clotilde Armand, claims in a post on her page Facebook that, according to a control of the National Regulatory Authority for Community Services of Public Utilities – ANRSC, the former administration made payments to the sanitation company illegally, payments amounting to 117 million lei.

Moreover, the current mayor of Sector 1 claims that the fines received by the mayor’s office from ANRSC should be paid by the former mayor and that he will take legal measures to make this possible.

“Last year (in full swing) scandal with the company that had to clean in our sector) I received an address from the National Regulatory Authority for Community Services of Public Utilities – ANRSC through which I was informed that the authority performs a control action having as object the verification and observance of sanitation services from Sector 1. The other day ANRSC ended its control from the City Hall of Sector 1.

And the conclusions say one thing for sure: the former administration made payments to the sanitation company illegally! Yes Yes. That’s what I said and I repeated all this time when the company in question tried to blackmail us by leaving the garbage on the streets and launched a media lynching campaign against me, in the hope that we will continue to pay extra bills and issued illegally. The conclusions of the ANRSC report confirm that the way we acted is fair and correct. Also, the ANRSC report is accompanied by several clear measures that the mayor’s office must urgently comply with.

Here are a few:

– The local authorities of Sector 1 will adopt all the necessary measures in order to calculate and recover all the amounts illegally paid to Romprest SA Company as a result of making payments to this operator at a different rate than the one approved in the Local Council Decision: 117,904,660 lei ;

– Local authorities of Sector 1 of Bucharest will proceed to the elimination of the parking tariff of all the equipment in the car park;

– The local authorities of Sector 1 from Bucharest will elaborate and approve the documentation for assigning the waste sorting activity from the administrative area of ​​Sector 1;


– The local authorities of Sector 1 in Bucharest will adopt by an additional act the reduction of the contract duration to a period of 18 years.

So after instance I won the case and finally decided last week that the exclusivity of providing the sanitation service on the administrative area of ​​Sector 1 cannot be retained in favor of Romprest SA Company, another state authority (ANRSC) confirms that the former administration paid illegally enormous sums of money to this operator without the consent of the Council.

In the meeting of the Local Council on 23.03.2021, we introduced on the additional agenda of the Local Council several measures to regulate the contractual relationship between the City Hall and the sanitation operator, measures recommended by the court and ANRSC

PS: ANRSC also fined the City Hall of Sector 1 with the amount of 30,000 lei because in the period 2017-2019 it paid these amounts of money to the sanitation operator without the Council’s consent. I will take all legal action for this fine to be paid from the money of the former mayor, not from the money of the citizens of sector 1 “, wrote Clotilde Armand on her Facebook page.

The Bucharest Court of Appeal definitively rejected on Monday, March 15, as unfounded, the presidential ordinance introduced by the Romprest company against the Local Council of Sector 1, The Mayor’s Office of Sector 1 and the mayor Clotilde Armand (USR-PLUS), a case related to the collection of garbage from the public space.
