Apple Music, iTunes and App Store users are reporting issues using the service, according to DownDetector and Twitter.
As you can see among DownDetector users, there is a surge in the number of users reporting crashes on iTunes, the App Store, and Apple Music on Saturday afternoon, around 1 p.m. ET:
Research from all three services on Twitter also indicates that users are having issues. Apple has confirmed on its system status page that the iTunes Store and App Store are down, noting that both services may be slow or unavailable for some users.

Interestingly, Apple just resolved outages on the App Store and iTunes, as well as Apple Pay on Friday. On Thursday, a major outage on Snapchat occurred, and some Apple services were also affected, from this report:
If you are having trouble with Snapchat right now, you can relax. You are certainly not alone.
According to Down Detector, more than 70,000 Snapchat users have already reported the app crashing on the evening of Thursday, July 29 (at the time of writing).
It is currently unclear whether all users have the same or potentially different issues accessing or using the app. It’s also not clear exactly what the problem is affecting so many people right now. Snapchat also did not recognize or provide information on a fix for the issue. It looks like the issue isn’t just about Snapchat. DownDetector users are reporting issues with a number of services, including the App Store, Apple Store, Twitter, and Instagram.
User reports indicate that the App Store has been having issues since 1:04 p.m. EDT. https://t.co/NTVCvoymdr RT if you are also having #appstoredown issues

If there are any ongoing issues at Apple, there is nothing we can do but wait for the services to come back online.
