Out of the plan: Gone is the entrance fee for the “blind” plots –

Yesterday, Prime Minister Mr. Kyriakos Mitsotakis announced strict restrictions on off-plan construction.

The prime minister announced the government’s decision to abolish the easement of passage which gives the right to build on blind plots. These are those plots that come from the division of larger plots before 1985 and do not have a person in a common area and acquire it after granting the required land, in common use, with a notarial deed.

The arrangements for ease of passage in the off-plan

As Mr. Mitsotakis said, the new regulations for off-plan construction, which he characterized as transitional, will be introduced for discussion and voting in Parliament immediately. Based on the jurisprudence of the Council of State, as the prime minister pointed out, “slavery as we know it will belong to the past”.

He also reiterated that the new road map for construction throughout the country will be ready after the 600 million euro “Konstantinos Doxiadis” Program is completed. through which 80% of the territory that currently does not have an urban plan will be acquired.

“The local spatial plans (TPS) will be ready in 2-3 years from today. With these we will be able to know the strength of each area, its peculiarities, where and what we can build. Until then we will need some horizontal rules. It is a given that based on the decisions of the Council of Ministers, gradual restrictions will be imposed on the off-plan”, Mr. Mitsotakis emphasized.

Building restrictions

According to what the prime minister mentioned, the restrictions on off-plan construction must be set, as there are many islands that have practically not been built, as well as settlements in general that must be protected. However, he added that “we have to give alternatives, or organized receptors, or settlements or their expansion.

On an island in the Aegean, I prefer to “push” interested parties to acquire a holiday home in a settlement, than for everyone to build on a plot of four acres, wherever and however they want”, he underlined.

Building bonus

In addition, Mr. Mitsotakis, speaking at Kathimerini’s “Reimagine Tourism in Greece” conference, also took a position on the building “bonuses” of the New Building Regulation (NOK), a case that was heard last Friday by the Plenary of the Council of State (StE ), with the decision of the supreme judges expected around the end of the year.

“It is not only the height, we must also examine the quality of the materials, the energy efficiency”, noted the prime minister, pointing out that NOK is moving in this direction. He added: “There are other provisions of the NOK, such as the tunnels, for which opinions differ. I believe that the measure has worked positively, but I am not an expert.”
