The project to build an EPH (Public Hospital Establishment) in the commune of Ouadhias, about thirty kilometers south of Tizi Ouzou, is accumulating delays.
More than six years after the start of the works having been started in June 2014, for an initial completion period of 36 months, the structure is still not completed. The 60-bed hospital was supposed to be taken over in 2017. Currently, the rate of progress of this project is estimated at 90%. The current health situation, marked by the fight against the pandemic, requires the mobilization of all means in all health structures and the contribution of the EPH of Ouadhias could have been very favorable.
The establishment should in fact make it possible to unclog the EPH of Boghni, but also the CHU of Tizi Ouzou which receives patients from this part of the wilaya, due to the lack of commissioning of the new structure. The commissioning of this new EPH will thus make it possible to review the health map by offering the means to cover the entire daïra des Ouadhias with its four municipalities, but also that of Ouacif, or even Tizi Gheniff among other regions in the south of the wilaya.
During the regular session of the APW devoted to the adoption of the initial budget for the year 2021 as well as to the study of the health sector, the elected officials insisted on “the need to work extra hard for the ‘completion of projects in progress and the registration and implementation of new structures to improve the health care of citizens. Many judged “unacceptable that a structure like that of Ouadhias, with a consequent capacity of 60 hospital beds, could suffer delays of several years”.
The company in charge of the construction of the hospital as well as the persons in charge at the DSP chained the unfulfilled commitments. The latest is the one made in front of members of the APW, headed by its president, Farhat Sadoud, during a visit to the scene a few days ago. The director of health had indeed committed to an opening of all services in June 2021.
The P / APW had urged the company and the contracting authority, the DSP in this case, to respect the commitments. It should be noted that some care services were to be delivered to welcome the sick in September 2019, as promised by the project manager. Partial opening of services was in fact expected to catch up to some extent the delays in commissioning, and allow the local population to benefit from care in this EPH. More than a year later, no service is operational to the chagrin of the local population.
