(Confidential).- Daniel Ortega decorated Russian Colonel General Oleg Anatolyevich Plokhoi at the 44th anniversary of the Police and admitted that the Russian military center installed in Nicaragua supports the regime “to confront the coup plotters”, in reference to the repression against the citizens who oppose it.
“He (Plokhoi) is here to collaborate, as they have been doing with a center that is here in Nicaragua, and from where the brothers of the Russian Federation, the military specialized in the matter, carry out courses where participants from the entire Central American region and logically the National Police, to better confront drug trafficking, organized crime, to better confront the coup plotters,” stated the dictator.
Ortega announced that Plokhoi’s presence will raise comments from opponents. “What will the coup plotters, the traitors, say: they will say that the comrade was sent by the president (Vladímir Putin) to assemble a few atomic bombs in Nicaragua.”
He recalled his relationship with Russia, but did not mention the arrest of the honorary consul of Nicaragua in St. Petersburg, Russia, and director of the Mechnikov vaccine plant, Viktor Pavlovich Trukhin, who is being investigated for embezzlement of funds allocated to Mechnikov Biotechnology, registered in Nicaragua.
Since 2018, the Ortega regime has received training to strengthen its repressive capabilities from the Russian Federation, which already had “an active role in national cyber intelligence,” the report concluded. Surov was tasked with providing special training to a select group of Nicaraguan police officers.
According to the report, the person in charge of the training has been Colonel Oleg Surov, director of the Russian police training center installed in Managua to train Central American officers.
“Our sources with direct knowledge of the events said that when protests against the Ortega supporters broke out in 2018, Surov was tasked with providing special training to a select group of Nicaraguan police officers, in classes titled ‘Modern Means and Methods for Combat Extremism and Terrorism,'” the researchers determined.
According to the same sources, Surov operates outside the normal chain of command of the Russian embassy, reporting directly to Moscow, rather than to the ambassador or military leader accredited to Nicaragua.
The objective, in addition to specializing the Nicaraguan regime in these areas, is also the creation of a cadre of intelligence agents familiar with and loyal to Russia, who can operate in the country and throughout the Central American region.
Ortega presented the “medal of honor for police friendship merit” to Colonel General Plokhoi, as a “recognition of the invaluable support and cooperation provided to our National Police.”
Plokhoi has been sanctioned by the European Union, Switzerland, Japan and Ukraine for his role during the Russian invasion of Ukraine.
