The Chamber of Deputies unanimously approved the opinion that determines that it is up to the Ministry of Health and the governments of the federal entities to promote the creation of training programs to prevent and address cases of violence, harassment and harassment towards medical personnel, resident doctors and medical students, in order to create environments free of violence and labor exploitation in the institutions of the National Health System.
The reform adds section V to article 90 of the General Health Law, and seeks to eliminate any type of discrimination and violence that persists within the health system and that is a reason to violate the rights, both individual and collective, of people. It was sent to the Senate for its constitutional effects.
It mentions that in the medical field in Mexico there is a hierarchical structure that sometimes functions in an authoritarian manner. Therefore, given the growth in demand for health services and budget and infrastructure limits, the Mexican State must urgently address the precariousness with which medical personnel, resident doctors and medical students have faced their work for years. , do justice and strengthen the legal framework.
In the debate on the reform, deputy Lilia Villafuerte Zavala (PVEM) highlighted that a legislative measure to put into context the current reality of resident doctors with their rights can and should be in accordance with the principles established in various instruments that protect the protection of human rights, and whose persistent categories of discrimination in the health centers where the service of medical residents is provided, must be combated and eradicated.
He regretted the violence that is exercised in the health sector against doctors, residents and medical students, since in some cases, the situation forces them to give up their dream of becoming specialists. “We cannot allow any type of violence to exist in this sector.”
The opinion highlights that the gender violence experienced by doctors in training ranges “from suffering rudeness to sexual harassment.”
