We, the undersigned, members of ALUMNI-UPNCH / Network of Graduates of the Public University of the North in Cap-Haitien, have the honor to write to you and take this opportunity to salute the decision you have taken to appoint a new provisional management committee at UPNCH, in search of the proper functioning of the said University.

Since 2016, the UPNCH has struggled to find normal operation and stability. It is plunged into a series of repeated crises which affect its administrative and academic functioning, the level of results and the scientific production of this university. This has for corollary the loss of the moral, cultural and scientific values ​​of the University, values ​​which were built by the efforts and the sacrifices made by the first leaders of the UPNCH including the former rector Fénol Metellus. The latest corruption and massive check smuggling scandal to erupt at the University only diminishes its value and importance in the eyes of the community. Everyone has the impression that this university has missed out on its main functions, which are teaching, the transmission of knowledge, research and innovation, and service to the community. It is absolutely necessary to prevent politicians from turning her into a cash cow. As long as the situation remains unstable at UPNCH, it will be impossible for this university to resume its course and fulfill its mission normally.

For that, we hasten to ask you to think differently about the UPNCH.

Created on October 7, 2007, UPNCH will celebrate its 14th anniversary on October 7, 2021. With ten (10) programs including nine (9) in license and one (1) in master, this university has already trained executives in different disciplines who are currently evolving at several levels in society. We are deeply saddened to see how certain political actors who too often do not master the notion of the University, want to destroy the dream of a whole youth, or even a whole people. We would like to remind you that public universities were created with the aim of promoting decentralized higher education. This implies that the establishment of UPNCH in the Nord department has reduced the number of young people who go to Port-au-Prince or who migrate to the Dominican Republic each year in order to pursue their higher education. The displacement of these young people represents unbearable financial burdens for their parents, whose means are very limited. Parents are forced to make huge sacrifices to finance the annual cost of their children’s education. Many families are often over-indebted, which means that some young people cannot even finish their studies.

It is well known that the presence of the UPNCH in the North not only increases the number of graduates in the anchoring department and the neighboring departments, but also facilitates the professional integration of many young people and improves the quality of the services of the companies and public services where these graduates work. The UPNCH, like the other departmental public universities, also contributes to the decrease in the strong demand for housing and the reduction of the slum in the metropolitan area, knowing the adventures of students who leave the provincial towns to settle. in Port-au-Prince.

Therefore, after several meetings and reflections, we decided to put together – experience, knowledge, know-how, vision – to provide our support in order to thwart any attempt to destroy this university, our alma mater. Without it, no one would be able to speak of us today as managers and scientists of society.

We also take this opportunity to ask you to do everything possible to ensure that this provisional management committee is the last to be appointed to the UPNCH.

Mr. Minister, the approach of the UPNCH Alumni Network (ALUMNI UPNCH) is to tell you that this university has produced many executives with doctoral level who can support it and lead it towards the road of scientific progress. This network of graduates wants to make UPNCH a catalyst for social and economic change in the North. He wants this university to be a benchmark player participating in any initiative aimed at the development of the North while taking into account each territorial particularity of the nineteen (19) municipalities that make up this department and its immediate environment.

In order to build a stability and institutional strengthening plan jointly between the ALUMNI-UPNCH and the MENFP, we suggest the conclusion of a partnership agreement between the two parties (the ALUMNI-UPNCH and the MENFP), this , for the good of the university community in particular and the population in general. This agreement will undoubtedly allow the various executives trained at UPNCH (in Administration, Local Governance, Education, History / Geography, Math / Physics, Psychopedagogy, School Administration, Public Health and Tropical Medicine, Tourism and Hospitality, Economy and Management of Territorial Collectivities, Philosophy and Politics…) to put themselves at the service of the network of departmental public universities, commonly called the network of Public Universities in the Region (UPR), in particular, and of State institutions, in general.
