Earlier, in a press conference with French President Emmanuel Macron, Biden said: “I am ready to talk to Putin if there is interest in him deciding that he is looking for a way to end wars. He has not yet.” .

Biden’s comments appeared to be a cautious diplomatic overture from the White House.
When asked about the comments, Kirby noted that Biden said Putin had shown no interest in speaking.
“Putin has shown absolutely no inclination to be interested in any kind of dialogue. On the contrary,” Kirby said.
“The president has in no way indicated that now is the time for talks. In fact, he has been consistent that only President Zelenskyy can determine if and when there will be a negotiated settlement and what the circumstances surrounding such an agreement will be.” Kirby said.
Speculation about negotiations to end the war has increased as Moscow’s military advance into Ukraine has stalled and in some cases been forced to withdraw. The Russian missile attack on Ukraine’s electricity infrastructure has left millions of Ukrainians without electricity, heat and water as winter sets in.
