Having discussed this subject with three attendants who took care of my mother in a CHSLD and who refused the vaccine, I unfortunately believe that it would be impossible to convince them through information and awareness.
First, it is arguably difficult to appeal to their sense of ethics, when these people are given two weeks paid leave if they have to self-isolate after contact with a COVID case. Since a vaccinated person does not have to isolate themselves, they would probably lose the right to this leave.
Second, we already know that it is not the doctors who refuse the vaccine, but rather the staff who work under their direction. Could there be a form of contestation of medical power?
Given the difficulty, from my point of view, of eliminating this type of reluctance, I believe, yes, that the vaccine must be made compulsory, out of respect for our vulnerable people and for the entire population, which makes considerable sacrifices in particular to protect health care personnel. Their refusal of the vaccine is unacceptable in times of pandemic.
