The new rules, which take effect Sunday night, provide for a 14-day ban on foreign nationals from entering Israel unless they receive special permission from a government commission.
Israel reopened to foreign tourism in early November, for the first time since the pandemic began.
On Saturday night, ministers also extended mandatory quarantines for vaccinated Israelis arriving from overseas and gave permission for the security agency to resume tracing infected people.
