Olga Sánchez calls for approval of secondary reform of Article 30 of the Constitution

Mexico City. Upon joining the Mexican Academy of International Law as a full academic, Senator Olga Sanchez Cordero spoke out in favor of approving the secondary legislation to reform Article 30 of the Constitution, in order to benefit 37 million Mexicans residing in the United States.

He recalled that in 2021 he promoted the Constitutional reform that allowed nationality to be granted to children and other descendants of Mexicans born abroad, since the current legislation only granted it if one of the parents had been born in national territory.

“Thus, from one day to the next, the Mexican nation recognized millions of daughters and sons, granddaughters and grandsons, great-granddaughters and great-grandsons born abroad, but descendants of people of Mexican origin.” For this reason, he added, today the Mexican nation is trans-territorial, since up to a third of Mexicans live outside our borders.”

Three years after the reform to Article 30 of the Constitution, “it is urgent to define secondary legislation that will allow the deployment of public policies aimed at making the exercise of the rights of the Mexican nation viable, within and outside the territory,” added the retired minister.

During the solemn ceremony, held at the old Senate headquarters in Xicoténcatl, the retired minister said that it is necessary for legislation to establish the obligation of the government of the Republic to provide the necessary budget “to promote the deployment of policies aimed at the integration of the Great Transterritorial Mexican Nation.”

Among the benefits of this, he explained, “it equips us to influence the change in the regional integration model proposed since 1992, and it encourages a rebalancing that privileges the development of Mexican descendants in the United States of America, strengthening the sense of identity with Mexico.”

Secondly, he added, “it legitimizes us to reconnect identity-wise with more than 10.8 million Mexicans who were born in Mexico but live in the United States, and with more than 26 million descendants of Mexicans, that is, with nearly 37 million Mexicans.”

This represents, according to the Pew Research Center, 62% of the Hispanic population of our northern neighbor, and a constant tourist potential for Mexico of around 30 million people.
In addition, it expands the possibilities for cultural, labor, scientific, and academic exchanges with a population of 10 million 741 thousand 763 people of Mexican origin inserted in the American educational system.

In his speech, he recalled that it was the first initiative he presented in order to prevent descendants of Mexicans from having to live as stateless persons, without being recognized as Mexicans.

The ceremony was attended by the President of the Senate, Ana Lilia Rivera, members of the Mexican Academy of International Law, presidents of courts of justice, her family and friends.

The president of the Mexican Academy of International Law, Manuel Reguera Rodriguez, highlighted the more than 60-year career in the feminist struggle and her contributions to the administration of justice of the retired minister, university academic and acting senator, Olga Sanchez Cordero.
