Seoul Mayor Oh Se-hoon cited the “failure of predictions” by the Seoul Metropolitan Government, government and police as the root cause of the Oct. 29 disaster.
Regarding the cause of the October 29 disaster, Mayor Oh said in a question to Seoul Metropolitan Council today, “It’s because we didn’t predict that so many people would gather in Itaewon and Hongdae during Halloween.”
Mayor Oh stressed, “We need to talk about the failure of the predictions first so that there is no misunderstanding among citizens.”
Mayor Oh also explained, “We are discussing how to integrate and manage 112 and 119 reports” and “we are discussing ways to integrate by introducing artificial intelligence AI or smart CCTV.”
The Seoul Metropolitan Government maintains a 24-hour emergency and safety situation room on the 3rd floor of City Hall, but the situation of the 112 reports on the day of the disaster was not caught in the emergency situation room and security.
In Seoul, the disaster was acknowledged through the Seoul Comprehensive Disaster Prevention Center at 10:28 pm, 13 minutes after the first 911 call arrived on the day of the disaster.
There is also a system that can display about 29,000 CCTV cameras in the city in real time in the disaster and security control room, but the CCTV cameras in Yongsan-gu were not connected to the system.
