SEEN EX-2023-38922727-APN-GA#INCAA of the Registry of the NATIONAL INSTITUTE OF FILM AND AUDIOVISUAL ARTS, Laws No. 17,741 (to 2001) and their amendments, No. 26,522, Decrees No. 1536 dated 20 August 2002, No. 1225 dated August 31, 2010, No. 178 dated April 3, 2023, INCAA Resolutions No. 1230-E dated August 23, 2023, No. 1582-E dated August 10 October 2023, and;

CONSIDERING:

That Law No. 17,741 (to 2001) and its amendments, established that the NATIONAL INSTITUTE OF FILM AND AUDIOVISUAL ARTS (INCAA), a non-state public entity within the scope of the NATIONAL MINISTRY OF CULTURE, is in charge of the promotion and the regulation of cinematographic activity throughout the territory of the Republic.

That among the promotion measures provided for in article 3, paragraph a) of Law No. 17,741 (to 2001) and its amendments is that of sponsoring contests and establishing prizes.

That Decree No. 1225/2010 established the obligation of the NATIONAL INSTITUTE OF FILM AND AUDIOVISUAL ARTS to promote and encourage the production of content for television, establishing its modalities and scope through the regulatory activity of this organization.

That through INCAA Resolution No. 1230-E/2023, the FEDERAL COMPETITION FOR THE DEVELOPMENT OF ANIMATION SHORT SHOTS – 2023 was called for DIRECTORS from all regions of the country, and the RULES AND CONDITIONS of the aforementioned Contest were approved.

That by INCAA Resolution No. 1582-E/2023, SIX (6) personalities with recognized experience in audiovisual and cultural activity were appointed as members of the jury of the “2023 FEDERAL ANIMATION SHORT DEVELOPMENT COMPETITION”

That on November 14, 2023, the jury meeting was held, in which the winning and alternate projects of the “FEDERAL ANIMATION SHORT DEVELOPMENT COMPETITION 2023” were designated, UNANIMOUSLY, with federal inclusion criteria and respect for gender parity, whose Minutes appear in IF-2023-136265111-APN-SGPA#INCAA.

That the AUDIOVISUAL PRODUCTION PROMOTION MANAGEMENT and the LEGAL AFFAIRS MANAGEMENT have taken the intervention that is their responsibility.

That the power to issue this Resolution arises from Law No. 17,741 (to2001) and its amendments, and Decrees No. 1536/2002 and No. 178/2023.

Thus,

THE PRESIDENT OF THE NATIONAL INSTITUTE OF FILM AND AUDIOVISUAL ARTS

RESOLVES:

ARTICLE 1.- Declare as winning projects OWNERS and ALTERNATES from each region of the country of the “FEDERAL COMPETITION FOR THE DEVELOPMENT OF ANIMATION SHORTS 2023”, approved by INCAA Resolution No. 1230-E/2023, the Minutes of which appear as ANNEX I (IF- 2023-136265111-APN-SGPA#INCAA), and forms for all purposes an integral part of this Resolution, the following projects:
