Following a meeting in February, the IFAB Rules Committee has decided to make minor changes to the rules for the following season. The most important change is that offensive hands are no longer always penalized.
In hands, an attacking handball still means a free kick for the opponent at all times, even if a player hits the ball with his arm long before a goal is scored.
Due to the rule change, the referee will only intervene if a high chance is scored or scored just after the handball. If hands are found to have been made at a very early stage of an attack, no further action is taken.
Up to and including this season, it is also the case in penalty kicks that a goalkeeper gets yellow if he stops a bet by leaving his line too early. In the new rules, he first receives a warning and only a second time a yellow card.
In addition, a penalty is not retaken if a player shoots next to or over or hits the aluminum while the goalkeeper comes off the line too early, unless the goalkeeper benefits.
Furthermore, IFAB expects referees to always look at the screen along the field when the VAR assesses an incident as subjective. Especially in England this did not always happen this season.
