Offenburg Discussions on a deficit News of the Ortenau

The municipality of Hohberg is short of around 50,000 euros in 2023. The parliamentary groups are grappling with further savings: the administration should now be involved.

Hoberg. City councils had difficulty deciding on the savings budget for 2023 on Monday. Despite the administration’s efforts to save a little more, a deficit of 47,000 euros was ultimately left. Even the austerity proposals of the parliamentary groups have not led to a breakthrough. Until Thomas Schaub (CDU) made the saving offer that everyone accepted.

lack of money

Matthias Rök from the accounting department confirmed once again: The Hohberg families are missing around 200,000 euros each year from 2020 to 2026. Not a good mortgage for the 2023 budget.

Mayor Andreas Heck said the financial situation has worsened. Heck gave direction: “We wrung out the towel. We need the black zero.

Because Hohberg is planning three major projects presented by Rök: the new construction of the municipal nursery school (6.6 million euros), the extension of the Hofweier community school (3.8 million euros) and the replacement of the sports hall of sport in Niederschopfheim (2.5 million euros). . In addition, 1.5 million euros will be invested in the Harmoniehalle and 100,000 euros in the fire tower. Most of the sums are probably subsidies.

Mayor Heck said they wanted to build five clusters but remain expandable. Katharina Blasius (FWH) presented the ideas of her group and, among other things, advocated planning in groups of six but building in groups of five. If that doesn’t work, you should create six groups right away. According to Heck, an extra group costs 1.6 million more. Katharina Blasius also saw potential in public transport.

Thomas Schaub said for the CDU that nothing could be generated for years. This is a structural problem. You need innovative solutions, for example in the building land offensive. There are designated areas, but they would not be built on. Even in business. A pure sports hall in Niederschopfheim is a great idea. Ma: “But we also need a culture hall.” There should be PV on community rooftops – with citizen participation. Mayor Heck spoke in favor of realizing the building plot development with a specialist. Schaub held back the idea of the FWH: the planning of the daycare for six groups and its construction for five groups is not possible under the building law.

– Announcement –

Wolfgang Schilli (FWH) didn’t think it was future-oriented to build five groups first and then a sixth. Andreas Heck replied that if there is a ceasefire next year, many refugees will return to Ukraine. “We have to build in such a way that we can dock.”

Klaus Riehle (SPD) liked Heck’s idea. He spoke in favor of both the gymnastics room and the harmony room. He attested that the firefighters did a great job, but the 100,000 euros for the tower (60,000 from the municipality) was too much for him. “We have to save.” This should be discussed in the first quarter of 2023.

But Matthias Rök immediately got rid of the illusion: the 60,000 euros did not change the deficit from an accounting point of view. For Thomas Schaub, the deficit was not a problem: “We can drive negatively, we just have to compensate for it in the long term.” The two per thousand was missing, which could be saved over the course of the year up until the accounts. “This should save the administration.”

Andreas Heck initially said: In view of the further deficits up to 2026, the district office will not participate. Chamberlain Christof Kaiser said: “Our data is optimistic about the future. It could even get worse.” It is tactically unwise to request these high investments with an unbalanced budget.

The discussion then revolved around the four seats in City Hall, which could start two months later – to save the community money.

At this point the administration has presented a list of savings proposals – for consultation in parliamentary groups. With savings of around 100,000 euros, as explained by Matthias Rök. Wolfgang Schilli commented: “I wish we had caught them before the session.”

All parliamentary groups wanted to keep subsidies for clubs, youth and music. Furthermore, the playing fields are to be reduced, together with the commission.
