Dr. Tedros Adhanom Ghebreyesus, director-general of the WHO, on Saturday overruled a panel of advisers, which failed to reach a consensus, and declared a “public health emergency of international concern”, a designation that the WHO currently uses to describe only two other diseases: covid-19 and polio.
