The extra performance should come mainly from shader build optimizations, reduced processor overhead, and the addition of Resizable Bar support in the Forta Horizon and F1 22 games. processor, which corresponds to the fact that higher increments claim Nvidia for more powerful cards in combination with lower resolution:

Since Nvidia lists these increases only for the GeForce RTX 3000, it is likely that the named optimizations were already included in the press release driver for the GeForce RTX 4090 (521.90), while the GeForce RTX 3000 results in reviews came from older drivers. With the new 522.25 drivers supporting both GeForce RTX 4090 and GeForce RTX 3000 increasing their performance, a smaller performance gap can be expected between the new generation and the current one.
