Mr. Fabien Gay draws the attention of the Minister of National Education and Youth to the lack of educational staff observed in Seine-Saint-Denis.

Although the education system and learning conditions have been severely strained by the health crisis, many schools in Seine-Saint-Denis are facing a staff shortage this year.

While job creation has indeed taken effect this year, it is nevertheless essentially linked to the duplication of classes in the large asylum section of the Priority Education Network (REP). The second level, for its part, faces great difficulties, both related to the lack of essential positions in the education sector, school nurses, social workers, counselors and leading education consultants (CPE or unoccupied teaching posts.

Therefore, the Jacques Feyder Lyceum in Epinay-sur-Seine suffers from the lack of a post as a school nurse, even though the institute has just opened a boarding school. Stains Maurice-Utrillo High School, for its part, now only has a part-time principal school counselor (CPE) position. Bondy’s Jean-Renoir High School also lacks a teacher in earth and life sciences and two more in economics and social sciences. At Lyce de Gagny, seven teachers had disappeared from the first day of school. The Lyce Henri-Wallon of Aubervilliers has, for its part, a last specialization class in mathematics with a total of 37 students.

Overall, the academy deplores the lack of twenty social workers and 60 nurses, of which 90% of the positions in question concern Seine-Saint-Denis. The additional hourly allocation assigned by the Department of National Educational Services (DSDEN) therefore does not seem to have eliminated the difficulties currently facing the public education service in Seine-Saint-Denis.

Another fact particularly arouses the concern of the educational community of Seine-Saint-Denis; is the surge in the recruitment of contract teachers. More than 690 contract teachers are expected, especially in the first grade, compared to 550 usually. In the second degree, which counts 3,100 contract teachers, 1,500 have had their fixed-term contract (CDD) renewed and 1,400 are hired with permanent contracts (CDI), which does not constitute an assignment.

However, the renewal of fixed-term contracts for half of this workforce raises questions about the employment policy favored by the Minister of Education of Seine-Saint-Denis who, of the whole Crteil academy, concentrates the majority of non-teachers. holders (seven hundred in total). Finally, 200 contractual positions remain vacant to date.

He therefore wishes to know the reasons for this increasing use of contractual teaching places in Seine-Saint-Denis. He also asks what measures are planned to urgently make up for the lack of school health personnel in the Dionysian establishments. Finally, he asks in particular whether a post as a nurse or school nurse will be created at the Jacques Feyder Lyceum in Epinay-sur-Seine to meet the observed needs.
