NSI does not agree that agricultural price data should serve as compensation – 2024-02-21 06:13:21


Agricultural price survey data are only representative at the national level. According to the methodology used, the main economic entities that actually determine the price levels of transactions are observed, without monitoring in which part of the territory they operate. It follows that the prices at which part of the holdings are compensated can deviate significantly (below or above the national price) due to regional and other specifics affecting the price levels. In turn, this may compromise the collection of information through agricultural price observations.

This is what the chairman of the National Statistical Institute wrote in his opinion (NSI) Associate Professor Atanas Atanasov.

The opinion was sent on the occasion of the General Bill for Amendments and Supplements to the Law on Veterinary Medicine, No. 49-453-07-2 of February 9, 2024; The bill to amend and supplement the Law on Veterinary Medical Activity, No. 49-354-01-67, submitted by Hristo Daskalov and the City of Veterinary Medicine on June 21, 2023; and the Bill for Amendments and Supplements to the Law on Veterinary Medicine, No. 49-354-01-99, submitted by Hristo Daskalov and the City of Veterinary Medicine on September 15, 2023.

The opinion highlights that NSI receives subpoenas in which the institute is constituted as a party to lawsuits as a third party non-participant in connection with damages suffered by farms for destroyed farm animals. At the same time, according to the Law on Statistics, the data received and collected by NSI are a statistical secret and are used only for statistical purposes.

Prof. Atanasov also points out that with the adoption of a regulation from November 2022, the obligation of the member states to submit data on the absolute prices of agricultural products to Eurostat will no longer apply. Therefore, NSI intends to review the distribution of this type of data and publish only average annual prices or only price indices, which is the practice in most EU countries.
