NSC Proposal for Student Loan Compensation Sparks Debate in Parliament

Before the elections, the House of Representatives accepted with a majority a proposal submitted by the head of the NSC Pieter Omtzigt where students who suffered from the loan system would be eligible at the time (the so-called generation of bad luck ) are financially compensated.

That proposal set aside 6 billion (through 2034) for compensation in the form of reduced interest rates on student loans.

One time fee

But today MP NSC Rosanne Hertzberger comes up with a different explanation. Instead of the discount on the interest payable that Omtzigt proposed, he wants to pay a one-time amount to each student loan. An additional benefit: it costs 1.4 billion instead of the 6 billion that Omtzigt’s original plan would have cost.

During the parliamentary debate at which Hertzberger announced this new plan, D66 member Jan Paternotte responded as if he had been bitten by a snake: “I hear Hertzberger say ‘part of the money’, which part she wants to use it?” He did not get a clear answer. That is why he, with the support of CU, GroenLinks/PvdA and Volt, among others, will ask the House of Representatives to stick to the amount that went his budget originally. He has submitted a motion for this.

NSC MP Hertzberger sees it differently. She said in response to RTL Nieuws: “With this proposal we can give proportional compensation to everyone who studied under the loan system. We have now forwarded an amount of 1.4 billion. We hope to be able to pay the amount from 2026. . “The amount will be the same for each student loan.

The question is whether that movement will pass. At the time, the VVD was the only party against the Omtzigt plan. Now that the NSC also wants something different, it is up to the PVV. These three parties are also currently negotiating, with BBB, about the formation of a new cabinet.

DUO allowance

The outgoing Minister, Robbert Dijkgraaf, said the following today in the debate where the scheme was discussed: “The uncertainty of the student loan system has been going on for a long time. I will certainly take into account the wish to grant it as soon as possible. But 2026 is a steep step for the law to be changed.

The Ministry of Education, Culture and Science further confirms that the DUO group will provide compensation for the breakdown generation in 2025. 1 billion has been provided for this purpose. The law for this compensation is already ready.
