NPC’s Anti-Espionage Law Amendments Impacting Foreign Businesses in China – Record Decline in Investment

The fact that the actions of the NPC directly affect the situation of foreign businesses in China was shown by the events of last year. In April 2023, the NPC Standing Committee adopted amendments to the anti-espionage law, and it is believed that it was responsible for the record decline in foreign direct investment in China (in January – November 2023, it decreased by 10% in annual terms). And now Low, before the general session of parliament, conveyed the point of view of the Chinese authorities: according to him, the law is not aimed at commercial contacts, cooperation in the scientific and technical field, academic exchanges and “other normal activities.” According to the logic of the Chinese, foreign companies and citizens, after its adoption, on the contrary, could feel “more confident and safer.” At the same time, China’s attitude towards the policy of “reform and opening up” that made it richer, according to Low, has never changed: the country’s doors are “always open to the world” and new laws will only confirm this.
