1. The applicant must be of Saudi origin and reside in the Kingdom continuously.
2. To be responsible for his family and the only family he has.
3. He must be a beneficiary of the Social Security Program and must not have benefited from any other aid provided by the state.
4. The applicant’s age is 25 years or older, and he does not own real estate or assets of high value.
5. This must be the first time that the applicant has applied to benefit from a housing program, without having benefited from any other aid from the state before.
