Jakarta, CNBC Indonesia – The government of President Joko Widodo (Jokowi) has begun to require participant cards for the Health Social Security Administration (BPJS) as a condition for obtaining public services.
In addition to requiring BPJS Health as one of the conditions for buying and selling land, it was revealed that the government also requires BPJS Health cards as a condition for Umrah registration to arrange for a Driving License (SIM).
This obligation is contained in Presidential Instruction (Inpres) 1/2022 on Optimizing the Implementation of the National Health Insurance Program, which was signed by Jokowi on January 6, 2022.
In the regulation, as quoted by CNBC Indonesia, Saturday (19/2/2022), the Minister of Religion was asked to require that prospective special Umrah and Hajj pilgrims be active participants in the JKN program.

In addition, this rule also instructs the National Police Chief to refine regulations to ensure that applicants for SIM, Vehicle Number Certificates (STNK) and Police Records Certificates (SKCK) are active participants of the JKN program.
In fact, the Minister of Law and Human Rights was asked to take the necessary steps so that applicants for general legal administration services, intellectual property services, and immigration services are active participants of the JKN program.
For information, this policy is implemented to ensure that 98% of the Indonesian population in various regions is registered as a participant in the JKN program in 2024.
Last year, the number of JKN participants only reached 235.7 million people or 86.17%. Meanwhile, this year the JKN participation rate is targeted to reach 244.9 million people or 89.5% of the population.
