The Guangzhou City Government has issued a notice regarding the commencement of the fifth national economic census unit inspection. This census aims to comprehensively reflect the development scale, layout, and effectiveness of China’s secondary and tertiary industries, as well as gather basic information about various legal entities, industrial activity units, and individual businesses. To accurately determine the objects and types of the fifth national economic census and ensure that no units are overlooked or duplicated, a comprehensive inspection of various units will be conducted before the official registration of the census on January 1, 2024.
The unit inspection for the fifth national economic census will take place from August to November 2023. During this period, census personnel wearing “Census Enumerator Certificate” or “Census Supervisor Certificate” will visit households to collect information for the inspection.
To facilitate the swift collection of information by census personnel, it is advised that all relevant documents such as business licenses be prepared in advance. Additionally, it is requested that statistical ledgers, financial statements, and other related documents be prepared for the official registration of the census.
In accordance with the provisions of the Statistical Law of the People’s Republic of China, the Implementation Regulations of the Statistical Law of the People’s Republic of China, and the National Economic Census Regulations, it is essential for all units to actively cooperate with census personnel and provide timely and accurate information. Any census subjects who refuse or obstruct the work of the census organization or personnel, or provide false, concealed, or omitted inspection data, will be subject to administrative penalties in accordance with the law. Enterprises with serious violations will be identified as severely untrustworthy statistical enterprises in accordance with the law and will be reported to the National Credit Information Sharing Platform and the National Enterprise Credit Information Publicity System, with their information made public on the “Credit China” website.
All census organizations and personnel at various levels will strictly maintain the confidentiality of the information provided by the units. The information provided will only be used for census purposes and will not serve as a basis for specific administrative actions such as administrative licensing or penalties against census subjects, except as a basis for statistical law enforcement.
The unit inspection is free of charge, and no other benefits should be sought under the pretext of the inspection. This notice is effective from the date of publication until December 31, 2023.
