Cycle paths, cycle lanes and cycle streets are permitted. Riding on the road is only permitted if these areas do not exist. Footpaths are just as taboo as pedestrian zones without permission, as are green spaces, such as the Blumenwall in Rinteln.
What is prohibited with the e-scooter?
E-scooters must not be able to travel faster than 20 kilometers per hour.

Anyone under 14 years of age is not allowed to use e-scooters.
It is also forbidden for two people to ride on an e-scooter.
Are you allowed to ride e-scooters while under the influence of alcohol?
Driving e-scooters is subject to the 0.5 per mille limit, just like driving a car. Drivers under the age of 21 are not allowed to have consumed any alcohol at all, nor are new drivers on probation.
Anyone who has consumed narcotics is also not allowed to ride an e-scooter.
Do e-scooters have to be insured?

E-scooters are only allowed to drive on public roads if they have a valid compulsory insurance sticker. This can be obtained through the usual car insurance companies.
The insurance sticker is valid for 12 months and costs an average of around 30 euros per year. This insures e-scooter riders against damage they cause to third parties.
Anyone who cannot provide proof of such liability insurance is committing an administrative offence and may face criminal proceedings.
