The 48-page document, delayed by Russia’s attack on Ukraine, did not include major changes in thinking and did not introduce important new foreign policy doctrines. On the contrary, it highlights the view that US leadership is the key to addressing global threats such as climate change and the rise of authoritarianism.

Even after Russia’s attack, China poses the most consequential challenge to global order and the US must win an economic arms race with superpowers if they hope to maintain their global influence, the strategy states.

“The People’s Republic of China has the intention and greater capacity to reshape the international order into interests that tilt the global playing field to its advantage, even as the United States remains committed to managing competition between our nations in a responsible manner. National Security Advisor Jake Sullivan said when outlining the policy, quoted ReutersThursday (13/10/2022).

He said Washington must manage relations with China as it faces transnational challenges including climate change, food insecurity, infectious diseases, terrorism, the energy transition and inflation.

Meanwhile, President Joe Biden has yet to resolve several key foreign policy debates, including tariffs on Chinese goods imposed by his predecessor Donald Trump. which has cost US importers billions of dollars, the war in Ukraine and complicated relations with long-time ally Saudi Arabia.

Sullivan echoed Biden’s comments this week that the United States was re-evaluating its relationship with Saudi Arabia after OPEC + announced last week that it would cut its oil production target due to government objections. United States.

Daniel Russell, the US diplomat for East Asia under former President Barack Obama, said the strategy is consistent with Biden’s stated priorities for internal reform, strengthening democratic alliances and institutions, and balancing between cooperation and competition.

“However, over the 21-month discussion period, the strategy has clearly shifted to placing more emphasis on competition with China,” he said.

Russell said the strategy paper promised to build the broadest coalition of nations to address global challenges, but that it would be difficult to do without China and there was no indication of how such cooperation could be ensured.
