Ukrainians with the right papers are quickly registered in the population register and can also quickly start working. Refugees from Ukraine who originally come from another country, but who do have a Ukrainian residence permit, can also receive protection here. But not every refugee from Ukraine receives the same treatment.
If the papers are not correct and there are questions about the identity and about the right of residence in Ukraine, then they have to ask for asylum or leave the country.
Most of the refugees coming from Ukraine (currently more than 12,000) are women and children. Ukrainian men must remain in the country. Non-Ukrainian men are allowed to leave the country, although it is not easy. Attempts to leave Ukraine face discrimination. An unknown number of these refugees managed to reach the Netherlands.
African men
People who were not born in Ukraine also reside in the municipal reception locations. For example, they lived there because they had been granted asylum or studied there. The ministries of the interior and justice are not yet able to say how many people that will be. According to the COA, the locations they manage are small numbers. Refugee work, which is active in municipal reception locations, also sees that few people are involved.
Their presence sometimes leads to surprise at the municipal shelters. Residents of Harskamp were surprised on Friday when African men walked onto the field during a football tournament that was organized for the Ukrainian refugees. Men have not been thought of when collecting things either. There is plenty of clothing for women and children, but underwear for men is also needed.
Three groups
The Ministry of Justice has classified Ukrainian refugees into three groups: Ukrainians with all necessary documents, Ukrainians with limited or no documents, and people who have fled Ukraine because they are staying there but are from another country.
A foreign national from Ukraine must report to a municipality in order to be registered in the Basic Registration of Persons (BRP). In principle, this can be done quickly for a Ukrainian with all the supporting documents.
Ukrainians who do not have all the required documents have to put in more effort. There will be further investigation for them. Only after their identity has been established, within one day, are they also registered in the BRP. The Ministry of Justice allows them to remain in municipal reception centers if their identity is credible.

If the identity and nationality cannot be established, the foreign national has the option of submitting an asylum application. He or she is not eligible for the Temporary Protection Directive for Ukrainians. The asylum procedure must then be awaited in an asylum seekers’ centre. If the foreign national wants to return to his country of origin, the Repatriation and Departure Service or the International Organization for Migration (IOM) can help, but in this case no one has reported yet.
