It is not unusual for ministers to be incompetent in certain situations, and for them to inform about this in advance. In such situations, it is common to have a substitute minister, i.e. another minister who temporarily takes over the area of responsibility in question.

Last week, Lubna Jaffery was appointed as the new Minister of Culture and Equality after Anette Trettebergstuen, who recently resigned because she had broken the rules of competence.

As the newly appointed Minister of Culture, Jaffery has resigned from a number of boards she sat on, including Riksscenen and Norsk Scenekunstbruk.
