(Seoul = Yonhap News) Reporter Oh Soo-jin = North Korea sent a government delegation to the 19th Non-Aligned Movement (NAM) Summit to be held in Kampala, Uganda from the 15th to 20th (local time), the Korean Central News Agency reported on the 14th.

The news agency reported the dispatch of a government delegation to the Non-Aligned Movement Summit and said, “The delegation headed by Vice Minister of Foreign Affairs Kim Sun-kyung, the government’s special envoy, departed Pyongyang on the 13th.”

The delegation is expected to head to Uganda via Beijing, China. According to the civil aviation tracking site ‘Radarbox’, Air Koryo Flight JS151 departed Pyongyang Sunan Airport at 8:35 am on the 13th and arrived at Beijing Capital International Airport.

The 19th Non-Aligned Movement Summit will be held with a schedule of high-ranking officials’ meetings on the 15th and 16th, ministerial meetings on the 17th and 18th, and meetings attended by heads of state and heads of government on the 19th and 20th. Considering the rank of the dispatched special envoy, it is highly likely that the North Korean delegation will only attend high-ranking official meetings.

North Korea has actively participated in the Non-Aligned Movement, advocating ‘anti-imperialism and independence’ since the era of Chairman Kim Il-sung, and consistently dispatched delegations to related meetings before the outbreak of the novel coronavirus infection (COVID-19) pandemic.

In 2019, Choe Ryong-hae, Chairman of the Presidium of the Supreme People’s Assembly, attended the 18th Non-Aligned Movement Conference held in Baku, Azerbaijan.

Meanwhile, the North Korean delegation will also participate in the 3rd South Summit held at the same location, the news agency reported.

The Summit of Developing Countries is the highest decision-making body of the Group of 77 (G77), an intergovernmental organization of developing countries. The first and second meetings were held in Havana, Cuba, and Doha, Qatar, in 2000 and 2005, respectively. This year’s meeting will be held until the 22nd, starting with the senior management meeting on the 18th.

North Korea’s dispatch of a delegation to various international conferences held in Uganda is interpreted as an attempt to faithfully implement Chairman Kim Jong-un’s instructions for the new year to strengthen anti-American solidarity.

Regarding future foreign business, Chairman Kim said at the Workers’ Party plenary meeting held at the end of last year, “In line with the changing international situation, we will further develop relationships with anti-imperialist and independent countries that oppose the hegemony strategies of the United States and the West, thereby strengthening our nation’s support and solidarity.” The task of further strengthening the foundation and boldly carrying out anti-imperialist joint action and joint struggle on an international scale was presented.

In addition, the dispatch of this delegation appears to be intended to strengthen the image of a normal country by initiating full-scale diplomacy with anti-American countries.

North Korea, which has only had limited external exchanges since the COVID-19 pandemic, recently opened its borders to Nicaragua, a representative anti-American country in Central and South America.

According to NK News, an American media outlet specializing in North Korea, Manuel Modesto Munguia Martinez, Nicaragua’s new ambassador to North Korea, is scheduled to take up his post in Pyongyang soon. This is the first case in which the appointment of a diplomat has been made public since China and Russia.
