In addition, according to the gas directive, the Russian “Gazprom” cannot both produce gas and deliver it through its own gas pipeline (the companies need to be split up).
Butikofer also pointed out that, according to European norms, third parties should also have the right to pump gas into the pipeline, but Gazprom has not yet found a solution to this issue either. Finally, the launch of the SP-2 requires certification from the German authorities, and it is also unknown when it will be received.
Even if the Federal Network Agency approves the launch of SP-2, this project may still be stopped by the European Commission. If there are serious arguments in favor of the fact that the positive decision of the federal agency on the SP-2 contradicts the European energy legislation, then the new gas pipeline may still turn into an “investment ruin.”
