Regarding the new Haneda route, in which planes landing at Haneda Airport (Ota Ward, Tokyo) descend over the city center, Shinagawa Ward, directly below the city, conducted a survey of residents on the 1st, and approximately 45% of them said that their lives would be affected in some way. The results were announced. On the same day, Ward Mayor Kyoko Morisawa handed over the survey results and a written request to reduce the burden on Ward residents to Minister of Land, Infrastructure, Transport and Tourism Tetsuo Saito.
◆Publishing the results of the citizen survey and submitting a request to the government
The survey was conducted between August and September, targeting approximately 358,000 residents aged 15 and over, excluding junior high school students, by mail and online. Approximately 87,000 people responded (valid response rate 24.3%).
20.9% said they have been “affected” by the new route on their daily lives, and 23.6% said they have been “somewhat affected,” for a total of 44.5%. Dividing the ward into 26 districts, more than 60% of the districts, such as Higashi-Oi, Katsushima, and Nishi-Shinagawa, where the landing plane passes, said they were “receiving it” or “somewhat accepting it.” The impacts included “noise,” “fearing about safety due to falling objects,” and “a feeling of pressure from the shadows of the aircraft.”
The resident survey was a promise made by Mayor Morisawa, who was elected last December. Mayor Morisawa told reporters at the ward office on the evening of the same day, “We firmly accept that 40% of people are affected.” The ward plans to analyze the approximately 27,000 free responses received and make the details public again in January next year.
