With no time to negotiate a new multiannual financial framework or organize an alternative plan to the “Next Generation EU” recovery fund, the heads of state and government of the European Union took advantage of an informal European Council meeting by videoconference, scheduled to discuss the evolution of the coronavirus pandemic on the continent, to give an opportunity to the prime ministers of Hungary and Poland to explain the reasons that led them to block approval of the historic pandemic crisis response package, worth 1.8 billion euros.
