The Government of Ecuador sent this Friday to the National Assembly a bill to promote tourism, which has the character of economic urgency and limits the period for its treatment in the Legislature to 30 days.
The Ecuadorian president, the businessman Daniel Noboawill promote parliamentary approval of the «Draft Organic Law for the Strengthening of Tourist Activities and Promotion of Employment» that seeks to contribute to “strengthening of productive and tax operations related to this sector”.
Said urgent regulatory project, the fifth of this type promoted by the Executive in the last three monthsaims to reactivate the sector through “incentives” for activities and investments in tourism, reported the General Secretariat of Communication of the Presidency.
The legal proposal consists of 20 articles and two transitional provisions, and contains reforms to several legal bodies already in force, the source added.
The project proposes the allocation of resources for activities, programs and projects aimed at promotion, competitiveness and tourism development.
Reduce taxes
Also the reduction to 0% of the Foreign Exchange Output Tax (ISD) for national and foreign airlineswith the aim of “improving air competitiveness in the country” and reducing the cost of tickets, the source added.
The project includes reforms to the Organic Law of Entrepreneurship and Innovation, and the Organic Code of Territorial Organization, Autonomy and Decentralization on Possible tax exemptions as incentives for the sector.
Likewise, the project pursues reforms to the Land Transportation Law with the objective that all passenger units have monitoring and control devices, to guarantee the safety of tourists.
It also promotes private investments that have environmental focuses and facilitates financial procedures in the tourism sector.
Furthermore, it raises a progressive reduction of a 5 percent surcharge on the value of aviation fuels and lubricants, to reduce the costs of air tickets for the end user. EFE
