Delivery was made in Eloy Alfaro Military Higher Schoolin Quitoduring the commemoration ceremony for the 195 years of the Battle of Tarqui, Day of the Ecuadorian Army, Citizenship and National Unity.

Noboa He presided over the ceremony and was accompanied by his ministers of state. Also present were the representatives of the Military High Command made up of Jaime Vela Erazohead of the Joint Command of the Armed Forces; Fernando Adatty Albujageneral commander of the Land Force; Miguel Cordova Chehab, commander of the Naval Force; and Celiano Cevallos CalderΓ³ngeneral commander of the Ecuadorian Air Force.
As part of the event, the uniformed officers presented the special honorary recognition of the Armed forces and the baton of command Noboa for having had the “courage” to have decreed a state of internal armed conflict in the country.
In accordance with Ecuavisathat happened on January 9, 2023 and with it Noboa classified 22 criminal groups as terrorists.
