President Daniel Noboa Azínhas signed the Executive Decree number 226 With which suspend the work day on April 18 and 19, 2024 in the public and private sectors due to the blackouts that are registered throughout Ecuador.
The document specifies that those days will be recovered in the public sector with an additional hour during subsequent business days. For the private sector, the form of recovery will be mutual agreement between employers and workersbeing able to adhere to what is established.
Likewise, the Presidency of the Republic issued a statement that, after a preliminary investigation – by the new administration of the Ministry of Energy and Mines, in charge of the minister (e) Roberto Luque—, indications were detected that high-level officials of the State Portfolio, including the former minister Andrea Arrobointentionally concealed crucial information for the functioning of the national energy system.
Among the indications is that warnings and alerts were suppressed and undone by Crisis Energética Committeewith the purpose that this serious situation is not known for the taking of timely decisions. That is, “the power cuts “They not only responded to environmental circumstances, but also to unprecedented acts of corruption and negligence,” says the Government.
The report details the critical conditions of the Mazar and Paute reservoirs, which register an operational storage level of 0% in Mazar and 4% in Guideline. Likewise, the flow in the central Coca Codo Sinclair registered a deficit of 40% with respect to the historical average.
CENACE analyzes indicate that the situation surpasses historical records. They warn that the energy deficit that the country would face, starting in April, would be between 22 and 27 GWh per day.
