Pension supplements paid at the end of last year reached 770,700, or 3,956 less compared to the end of 2022, when they were 774,656. However, pensioners who take a supplement to their pension are increasing, and they are already 630,617 people, compared to 627,918 at the end of 2022, according to data from the National Institute of Statistics.
The most are again the so-called “widow supplements” under Art. 84 of CSR. They are granted to the surviving spouse at the rate of 26.5 percent of the deceased spouse’s pension(s), and from July 1 this year it is now at the rate of 30 percent of the deceased’s pension. As of December 31, 2023, the number of these supplements is 678,247 (including 183 widow’s supplements to teachers’ pensions), received by 565,731 people. The number of supplements received by women (565,477 units) is five times more than the number of supplements received by men (112,770 units). The average amount of the supplement is BGN 174.20 (BGN 153.48 at the end of 2022).
The data shows that men receive higher pensions than women and the widow’s allowances calculated from their pensions are also higher. At the end of 2023, the widow’s supplement for women is on average BGN 181.47 (BGN 160.15 at the end of 2022), and for men – BGN 137.75 (BGN 120.50 at the end of 2022 d.).
By the end of 2023, 70,541 foreign aid supplements were paid to various types of pensions (64,620 for 2022). 52,590 supplements (74.6% of all supplements for foreign aid) were paid at the expense of DOO, and the remaining 17,951 nos. (25.4%) – with funds from the state budget.
Supplements under repealed laws are no longer granted, but those granted continue to be paid until the grounds for receipt cease. As of December 31, 2023, 879 old-age supplements were paid (1,391 at the end of 2022) and 14,860 mining supplements (16,156 at the end of 2022). At the end of 2023, 6,255 were paid supplements according to Art. 9 of the Law on Political and Civil Rehabilitation of Repressed Persons (6,627 items at the end of 2022), and on the basis of Decree No. 1611 of 1985 on the disabled from the wars and under Art. 5 of the War Veterans Act, 102 supplements were paid to war veterans and volunteers (163 at the end of 2022).
There are 67,375 pensioners who receive pensions and supplements according to European regulations and international agreements (ERMD) in Bulgaria and abroad (60,375 persons for 2022). Of these, 77.1% are pensioners living in Bulgaria, and 22.9% are those living abroad.
Their number includes both pensioners with pensions granted under the application of European regulations and international treaties, as well as pensioners with pensions granted entirely under Bulgarian legislation, paid in another country.
As of 31.12.2023, 72,228 pensions and supplements are paid according to European regulations and international agreements (64,675 for 2022). The number of pensions and supplements exceeds that of pensioners, since a pensioner can receive a pension and a supplement at the same time.
The total number of pensions (personal and hereditary), granted under European regulations and international treaties as of December 31, 2023, is 67,435. Compared to the previous year, an increase of 11.6% or 7,007 more (60,428 for 2022). The share of personal pensions from the total number of pensions under the EMMD is 94.6% (63,798 units), and the share of inheritance – 5.4% (3,637 units).
Personal pensions for seniority and age are 53,992 and occupy 84.6% of all personal pensions of persons with seniority in other countries (63,798). There are 5,455 of them. (or by 11.2%) more compared to their number at the end of 2022 (48,537 units). Total personal disability pensions are 9,806, which represents 15.4% of all in other countries. Compared to the previous year, they increased by 1,221 or by 14.2%.
