The sources attributed the failure to appoint new observers to the imbalance in the sectarian distribution.” So that the majority of them are from one sect, and there is a fear that this step will be opposed by the rest of the sects.
The sources called for the employment of successful candidates in the civil service course in 2018, so that the observer would be comfortable in his work, which requires accuracy and focus.
