Utility debts is a problem that Riga has been living with for three decades. So far in apartment buildings heating was connected by voluntary decision of the residents. Well, the situation is likely to change: it has already been reported that “Riga House Manager“(RNP) has sent letters to its customers outlining its plan to solve the problem and warning that buildings may be left unheated. Please note that customers will have to bear the costs of data processing and receipt (EUR 2.73 per month, excluding VAT, if the invoice is sent electronically, or EUR 3.73 if the invoice is sent by post). It is not known whether this amount will be added to the invoice or whether it will be borne by the RNP: the fee for the management of each house has not yet been made public.

RNP would be opposed to getting rid of the role of intermediary, but it is just a matter of heating. In other areas, such as water supply and waste disposal, no changes are planned yet. Probably due to the total amount of debt, they are more than 10 million euros. The largest accumulated debt of one apartment building is more than 73 thousand euros.

Even if residents decide to switch to a direct payment system, they must take into account that the client of “Rīgas siltuma” will be the whole house, not every individual apartment. Namely, the debts of the neighbors will continue to be held liable.
