The resale restriction period, which prevents the buying and selling of pre-sale rights for a certain period of time, has been reduced from up to 10 years to up to 3 years in the metropolitan area and up to 1 year in the non-metropolitan area.
There was also an observation that sales would pour in when the regulations were lifted, and we looked at the atmosphere at the site.

This is an apartment in Eunpyeong-gu, Seoul, where about 1,200 households are expected to move in in July.
Regulations on the resale of pre-sale rights have been eased, but there is no sale yet.

Around the same time, 1,400 families went to other apartments that were going to be built.
They say that it is difficult to feel the change yet, and that only some inquiries have increased.
[공인중개사 B : 문의는 하더라고요. 혹시 매물 나와 있느냐, 그리고 어제도 부동산 오셔서 이제 입주권 시세보다는 분양권 시세가 어떻게 되냐고 물어보는 분도 있는데 물건이 아직은 나와 있지 않아서….]
With this deregulation, there are 16 complexes that can sell pre-sale rights immediately in Seoul alone, but there is no major change in the market yet.
The reason is the obligation to live in the area with the upper limit on the sale price in the metropolitan area or the heavy taxation of short-term capital gains tax.
Currently, if you transfer the right to sell within one year from the date of winning, you must pay 70% of the market profit, and if you sell within two years, you must pay 60% as tax.
A 10% local income tax is also added here.

The sales rights for the reconstruction of Dunchon Jugong in Seoul, where about 12,000 households are scheduled to move in, can also be sold from December, but two years of actual residence is mandatory.
If the Housing Act is not amended by January 2025, the move-in date, trading is virtually impossible.

Transactions in the metropolitan area and regional pre-sale rights are expected to increase, but the deregulation effect is not expected to be significant as long as the heavy transfer tax or the obligation to reside is maintained.
