First assessment of the Local Security and Crime Prevention Contract (CLSPD) and signing of a coordination agreement between State and City services concerning the national police and the municipal police.
The results of all the actions carried out over the past year as part of the local security and crime prevention contract (signed in November 2021) were mentioned. ENext, the elected officials signed the framework agreement which determines the organization of operations between the national and municipal police for better coordination.
Marie-Françoise Lecaillon, prefect of Gard, talks about this annual meeting: “We are renewing the agreement between the national and municipal police, but I would like to salute the joint work of each other. Together, we can ensure better security for the inhabitants of Nîmes. We must continue working with young people, worry about absenteeism and work with associations in the field.“
The prefect of the gard thus wishes to continue her work against personal violence or intra-family violence, to continue the fight undertaken by the Angela device but also to fight against date rape drugs. In all, 29 actions already initiated, to be developed and which should bear fruit. The CLSPD’s report covers several areas ranging from the prevention of delinquency among the youngest to the strengthened mechanisms in the territory in terms of governance.
“We note, despite the difficulties experienced by the City in terms of security and delinquency, that the measures are bearing fruit. We have implemented far-reaching and comprehensive means for the prevention and repression of delinquency. What we makes it possible, with all the partners, to act to strengthen the security of the people of Nîmes”, explains Jean-Paul Fournier, Mayor of Nîmes.
Cécile Gensac, public prosecutor of Nîmes, completes: “This is what the Department of Justice is asking for. The municipal police work on a daily basis, they are professional and are also our mouths and our ears by noting the actions taken, then, by the national police. This coordination work is essential.“
Philippe Maheu, academic director of the national education services, is also very clear: “We are here together with the same desire, that of supporting the youth of this city to restore a climate of serenity that we are all waiting for.“In the process, it is the Gard departmental councilor, Amal Couvreur, who continues and talks about the CLSPD:”In all this, there is the word prevention. It is at the heart of the work of the community that I represent. We must also improve our notion of professional secrecy towards social workers.“
Four major axes
Prevention of delinquency among the youngest with awareness-raising actions but also an optimization of existing institutional tools: road prevention, school absenteeism, dangers of drugs, social networks, development of educational projects, designation of a course referent to the follow-up of minors called to order, developing the TGI for minors, development of the Proximity pole which acts in priority districts.
Protection of vulnerable people: establishment of the working group on violence against women and assistance to victims, workshops at the Office for Seniors, financing of social workers in police stations, consolidation of the House of Justice and Law, awareness-raising and training of city officials in domestic violence, fight against street harassment with the Angela system.
Strengthening of the link between the municipal police and the population: desire to make citizen participation an actor in the prevention of delinquency, development of exploratory safety walks, promotion of the system “tranquility absenceof the National Police.
Revamped and effective governance: develop the field of competence of calls to order, develop video protection and increase the number of cameras, obtain funds for calls for innovative projects in the field of prevention, develop work of general interest for adults, fight against new drugs and addictions, create an urban hypervisor, fight against urban rodeos, set up the select committee on radicalism.
New agreement for Nîmes
“The axes of the 2021-2024 territorial strategy are part of the continuum of strong commitments established at the start of the agreement: strengthening prevention among the youngest, putting the population at the heart of prevention systems, because who better than the people concerned know the phenomenon. It is important for us to rely on citizens who experience or are witnesses, sometimes on a daily basis, to acts of delinquency“, Explain Richard Schieven, Deputy Delegate for Public Security.
Obligation provided for by law, the coordination agreement between the municipal police and the State security forces specifies the nature and the places of intervention of the municipal police officers. It is renewed every three years. This new three-year agreement 2023-2025 aims to coordinate the action of the municipal police and the national police. It defines the missions of each, those carried out jointly, the sharing of information, the organization of periodic meetings and the coordination of the means implemented. It is part of a reinforced cooperation also aimed at joint interventions, in particular road safety operations.
The document also incorporates devices such as the use of pedestrian cameras carried by the police, the recordings of which can constitute evidence in the context of judicial investigations (on the express requisition of the territorially competent OPJ) but also the alarms of attacks in the 83 schools in the city of Nimes for which the intervention methods are defined and shared.
