The 2021-2024 legislature is about to end, and once again many of the population’s problems were forgotten; This legislature dominated by New Ideas was characterized by carrying out a coup d’état, approving laws without discussion and expressly and being another dependency of the Presidential House.

The first action of the ruling party was to carry out a coup d’état by illegally dismissing the Constitutional Chamber of the Supreme Court of Justice and the attorney general of the Republic. He placed officials loyal to Bukele in those positions. This coup was completed by approving a decree to retire judges and prosecutors over 60 years of age or who had more than 30 years of service.

In just 5 hours, the legislature approved the Bitcoin Law, a regulation without discussion that endorses bitcoin as legal tender in El Salvador; However, the policy has not worked for the State, despite this, the Bukele Government insists on keeping it in check.

The ruling party also approved the “Alabi Law”, a decree that shielded officials involved in irregularities in the purchases of supplies to face the covid-19 pandemic.

The content of the law highlighted that the Ministry of Health and all institutions of the National Integrated Health System could make direct contracts outside the rules established by the Public Administration Purchasing and Acquisitions Law (LACAP).

The decree established that said flexibility in contracting terms would be retroactive, although the Constitution prohibits it.

In December 2021, the ruling party approved the General Water Resources Law, that is, a water law that previous legislatures could not approve; However, this law did not meet the conditions that the organizations and water boards had requested; because it prioritizes companies and not community water systems.

In December 2022, the Assembly approved a reform to the Pension System; With the new regulations, the benefit of withdrawing the 25% advance of workers’ savings was eliminated. Among the changes is that the minimum pension was increased to $400, a Salvadoran Pension Institute (ISP) was created that will replace the current INPEP and the repeal of the Pension Obligations Trust (FOP).

The legislature also endorsed an emergency regime that has violated the human rights of thousands of innocent people. The measure remains in force and on March 27, it turned 2 years old; without yet having an expiration date.

The Legislative Assembly was characterized by ignoring the population that appeared every week outside the facilities to expose their problems; One of them is the Transitional Justice Law which, despite the fact that Nuevas Ideas had the votes, has reached the end of the legislature and there is still no reparation for the victims of the armed conflict.

Nuevas Ideas not only ignored this sector; but to many who were looking for legislation in the Assembly; such as domestic workers, former veterans, teachers, unions, farmers, peasants, among others.

What the outgoing legislature got right was in pleasing the Executive, by approving, without question, the initiatives it ordered; regardless of the field; The ruling party considered it “governance”; However, the opposition classified the Assembly as a mere paper passer of the central government.

A very similar legislature is coming, only with 24 fewer legislators due to the reduction in deputies; New Ideas and allies will have 57 deputies and the opposition will only have 3 deputies.
