The new decree-law n.104 of 14 August 2020, better known as the August Decree, has introduced many important innovations that will involve thousands of Italian citizens and families in difficulty. Among this comes a new measure in favor ofauto ecobonus and the automotive sector, which following the health emergency caused by the arrival of the Coronavirus, is going through a time of severe economic crisis.
For this reason, the Italian government through the new decree-law of August which entered into force on 15 August 2020, it also intends to help the many Italian car companies, encouraging the purchase of a new car by families residing in Italy.
However, citizens who intend to buy a new car by taking advantage of the car bonus, will only be able to do so if the cars comply with certain requirements set out in the August Decree.
Here is who will be the lucky ones who will benefit from the car bonus for the purchase of their new car, and what are the requirements to be met.
What is the auto eco-bonus
L’auto ecobonus in fact it represents a new incentive foreseen to promote sustainable mobility. This initiative had already been previously envisaged with the approval of the Budget Law 2019, promised by the Ministry of Economic Development, and therefore consists of a series of grants intended for those who intend to purchase green vehicles. L’ecobonus it is an initiative that is contextualized in the broadest direction European and which aims to reduce harmful emissions to protect the environment.
In fact, with the legislative decree 104/2020, in force from the day of August 15th, the day following the publication in Official Gazette, there have been several news on the incentives inherent to theEcobonus auto, expanding the funds provided and introducing new emission bands for the purchase of a new car, to further encourage the purchase of low-emission vehicles that are able to respect the environment.
How does the auto ecobonus work?
The management of the incentive is entrusted to the Invitalia agency for the disbursement of funds. On the site dedicated to bonus (ecobonus.mise.gov.it), you will find the updated indicator of the residual funds still available, from which it will also be possible to book theecobonus.
Sellers must first register in the Reseller Area of the aforementioned site. Only after registration, will they be able to book the contributions relating to each individual vehicle, subsequently obtaining, depending on the availability of resources, a booking registration receipt.
The operation must be confirmed within 180 days by communicating the registration number of the new car delivered and by attaching the required documents. The seller will then apply the discount on the purchase price and claim against the manufacturers, who receive from the seller the necessary documentation from the seller and recover the amount of the contribution in the form of a tax credit.
Furthermore, as far as the concessionaire is concerned, it has been foreseen that after 50 cancellations he will not be able to make new bookings for 15 days.
Who is the auto bonus for?
The car incentive is aimed at all those who intend to purchase two categories of vehicles, even in financial leasing and registration in Italy: cars (category M1) and mopeds and motorcycles (category L).
As regards the first category, inherent to cars, we are talking about vehicles intended for the transport of people, with at least four wheels and with a maximum of eight seats in addition to the driver’s seat. These must be brand new, purchased and registered in Italy from 1st March 2019 to 31st December 2021.
As regards the second category L, we are talking about vehicles with two, three or four wheels, belonging to categories L1e, L2e, L3e, L4e, L5e and L7e with no power limits. They must be brand new, electric or hybrid and must be purchased and registered in Italy in the year 2020.
What changes with the August Decree
The car bonus, had actually entered into force as early as August 1st following the approval by the government of the Relaunch Decree, however today with the new August Decree the car incentives have completely changed appearance.
The reason for this change can be found in the almost immediate exhaustion of the previous one car bonus. In fact, already in the first week of implementation of the previous incentive, the first tranche of 50 million euros was snapped up, so much so that thousands of Italian families did not have the opportunity to request and take advantage of the bonus.
It is for this reason that the car bonus it introduced important financial additions, putting in place a further 500 million euro of economic incentives. Of these funds, 410 million are intended purely for the purchase of electric, hybrid or motor cars within certain and specific emission limits, while the remaining 90 million are available for charging stations for electric cars.
The news of the auto bonus
The important change that was introduced following the entry into force of the August decree refers to the introduction of two new Co2 emission bands. In fact, according to the provisions of the new decree-law, Italian citizens who buy cars with Co2 emissions equal to: 61-90 g / km and 91-110 g / km. Previously, with the Relaunch decree, these two bands were combined into one (61/110 g / km).
In this regard, it should be emphasized that every vehicle equipped with a thermal engine produces Co2 emissions, but depending on your car it is possible to know the Co2 emissions in advance. For g / km, in fact, is meant the carbon dioxide emission value expressed in grams, produced for each kilometer traveled.
The economic incentives of the car bonus
The new incentives envisaged with the car bonus provided by the new August Decree, they will be available until 31 December 2020, unless the funds arranged by the Italian government run out in advance.
The value of economic incentives for the car bonus it will depend on the type of car you intend to buy, and if the applicant also needs to take advantage of the scrapping of his old car.
Therefore, the amount of car bonus will be equal to € 10,000 for the purchase of an electric car with emissions between 0 and 20 g / km, in case of scrapping of the old car registered before January 1st 2010. This contribution will drop to € 6,000 if no scrapping is foreseen .
The car bonus it will instead be equal to € 6,500 if the Italian applicant intends to proceed with the purchase of a plug-in hybrid car with emissions between 21 and 60 g / km, in case of scrapping of the old car registered before January 1, 2020. The figure falls at € 3,500 without scrapping.
The amount will instead be equal to € 3,750 for the purchase of new cars with emissions between 61 and 90 g / km, in case of scrapping of the old car registered by 1 January 2010, the bonus instead, it will drop to € 2,000 if there is no scrapping. Finally, € 3,000 will be available for the purchase of new cars with emissions between 91 and 110 g / km, in case of scrapping, € 1,750 without scrapping.
The limits for the car bonus
With the car bonus no changes have been introduced with respect to the provisions of the previous decree regarding the list price limits of cars, provided for Italian citizens to apply for and benefit from the new 2020 incentives.
Therefore, for electric cars, belonging to the first bracket with the greatest incentive, and for plug in hybrid cars, belonging to the second CO2 emission bracket, the price limit is equal to € 50,000.
For the third bracket, with reference to the incentive of € 3,750 compared to the purchase of a new car with emissions between 61 and 90 g / km and for the last bracket the price limit is € 40,000. All price limits are excluding VAT and put on the street.
